Belgian IPA...is it a Belgian Ale or is it an IPA?

How does this site classify Belgian IPAs? The BJCP says if it uses Belgian yeast, it's a Belgian Ale and therefore a Belgian IPA is just an overhopped Belgian Ale (or in the case of White IPAs, the BJCP considers them overhopped Witbiers) Ratebeer and Beer Advocate consider them to be IPAs What is the story here?

I believe they get most of their character from the hops used, hence they are IPAs. Belgian ale yeast does not change that, unless you want to introduce Belgian IPA as a new and separate style.
