Actually you can pick and choose. Many fruit beers are wheat beers or golden ales with a 'hint' of fruit added to give them a slight fruit flavouring. It's still 99% beer by make up in most cases (thinking of the Ommegang Aphrodite as an example). Bud Lime-A-Rita on the other hand is essentially a cheap margarita mix with a bit of Bud Light Lime added, and the beer component is roughly 6% in the final mix. As for Radlers and Shandy's, most of these follow the base beer plus fruit/extracts added, but in all cases (or at least it should) the beer makes up at least 50% of the final volume of the packaged product. Bud Light Lime-a-Rita is just a gimmick by AB-Inbev to sell a new product on the American product using a name to sell it. There's a ton of Margarita mixes on the American market, but adding a proven selling brand like Bud Light and prepackaging it in cans is a guaranteed shelf mover for AB But, it's nothijng like a beer.

Coors Light Iced-T is an example of a beer where the base beer (Canadian made Coors Light) makes up 96.3% of the final volume of the packaged product. No planned American launch at present however, and it's flying off the shelves in Canada.
