why stout beer seems to be rated higher to other styles?

Bigger, bolder flavors & aromas will always get more attention. For anyone getting into trying craft brews, that person's background has probably been w/ macro lagers or maybe a hefeweizen. Whether it be dry, sweet or imperial, for a newbie, stouts open new doors of flavor. Conversely, you won't see simpler styles rated near the top. For example, you won't likely see an ESB or Brown Ale (or any session beer) in very many Top 10 lists. It's their consistency that's appreciated.

The last posting said it perfect. For most people who have been tortured by the macro swill for so long, something like a stout, albeit one that may be an average stout, is still light years better than what they've been exposed to. Different appearance, aroma's, mouthfeel, tastes...I think it makes them realize how they've been wasting their money for years on garbage. Stouts are like the automatic transmission in the beer world. Most anyone can drive one, it just takes a small amount of know-how and before you know it you are good-to-go.
