The last place team in the NL East would be in first place in the NL West. The NL West sucks so bad that the division leader is 3 games below .500. So my question is this, if a division leader is below .500 should they be disqualified from the playoffs? I think so. In that case let the wild card runner up go to the playoffs. Because a team with a losing record going to the playoffs is a freakin joke.

Nah, I disagree. You got to think of the teams that they have to play too. Division teams play each other 18 times a year or so, so maybe they just beat each other up. Most divisions have at least one really bad team to beat up on, but the NL West at least can all be somewhat competitive. Although the NL East has been solid this year... I guess that's what the wildcard is for.
